The Pasadena Community Development Commission will release the Request For Proposals (RFP) for development of Heritage Square’s Very Low Income Senior Rental Housing on Thursday, Feb. 10, a city press release said today.
The RFP will be used to solicit proposals from qualified developers for the construction of a 70-unit affordable senior rental housing project on the Commission-owned Heritage Square site.
The Heritage Square site is approximately 2.88 acres and is bounded by Fair Oaks Avenue, Orange Grove Boulevard, Wheeler Lane, and Painter Street. The northern half of the site (approximately 1.44 acres) is being made available under this RFP for the development of affordable senior rental housing.
Eligible developer applicants must have a track record in developing affordable senior housing funded with both federal HUD 202 and California Tax Credit Allocation Committee nine percent (9%) low income housing tax credit funding programs.
The city’s press release said that the RFP process is based on a competitive and quantitative scoring system and that the highest ranking developer will be recommended to the Commission to enter into an exclusive negotiation agreement.
The deadline to submit proposals is 5 p.m. on Thursday, April 14. A mandatory proposers’ conference has been tentatively scheduled for Thursday, Feb. 17, in the Housing Department offices, 649 N. Fair Oaks Ave., Suite 202.
During the RFP process, the following information will be made public and posted on the Housing Department’s web page:

*List of applicants that passed RFP threshold requirements
*List of the top three scoring applicants
*Highest scoring applicant to be recommended to Commission for approval
Copies of the RFP will be available beginning on Thursday, Feb.10, at the City Housing Department, and will be posted on the Housing Department webpage, www.cityofpasadena.net/housing .
