County Board of Supervisors Set to Review Dozens of County Programs

Regular meeting includes mental health services, marine mammal rescue funding, and 63 other agenda items

The Los Angeles County Board of Supervisors, led by Chair Kathryn Barger (Fifth District), will tackle a packed agenda at their upcoming meeting on Tuesday, May 6, including a long-awaited report on mental health and substance use disorder beds, funding for stranded marine mammals affected by toxic algae blooms, and $47 million in contracts for parking management services.

Set for 11:00 a.m. as the first “Set Matter,” the Board will receive a report from the Director of Mental Health on the Continuum of Care for mental health and substance use disorder beds. This report has been continued from previous meetings held on September 17, December 10, 2024, as well as January 14, January 28, March 18, and April 15, 2025.

Following at 11:30 a.m., the second Set Matter involves a report on the County’s implementation of the people experiencing homelessness missions, though Supervisor Horvath has requested this item be continued to June 3, 2025.

Among the significant items is a $47 million contract with Parking Company of America to manage 26 County-owned parking facilities over a five-year period. The Internal Services Department is recommending approval of the contract, which includes options for two one-year extensions and six additional month-to-month extensions.

The Board will also consider streamlining reporting on mental health and substance use disorder treatment beds. Supervisor Barger has proposed consolidating multiple reports into a single bi-annual document to better track the County’s progress on expanding care options.

Supervisors Horvath and Hahn are seeking approval for up to $700,000 in emergency funding for the Marine Mammal Care Center to address a surge in stranded marine mammals affected by recent toxic algae blooms along County beaches. The proposal includes $100,000 in immediate funding and up to $600,000 for the 2025-26 budget year. Additionally, the proposal includes development of an emergency response plan for mass-stranding events and a public education and outreach campaign on marine mammal issues.

The Department of Children and Family Services is seeking to increase its transportation services contract with HopSkipDrive by $6 million, bringing the maximum annual contract amount to $10 million.

The Board will also consider Supervisor Hahn’s recommendation regarding the Probation Oversight Commission’s proposals to safely depopulate Los Padrinos Juvenile Hall in compliance with Judge Espinoza’s April 18, 2025 ruling. This comes as the Board continues a local emergency declaration regarding Los Padrinos Juvenile Hall that was proclaimed on December 17, 2024.

Supervisor Mitchell has proposed measures for ensuring transparency and accountability of Care First Community Investment funding, including requiring quarterly reports from County departments and developing a publicly facing dashboard within 120 days.

Other notable items include:

  • Support for legislation to prohibit unsolicited property purchase offers in certain Los Angeles County ZIP codes
  • Labor nominees to the Governance Reform Task Force established in November 2024
  • Several grant of easement approvals and tax assessment resolutions
  • Multiple reward motions for information about unsolved murders
  • Proclamations for May as Mental Health Awareness Month, Asian American and Pacific Islander Heritage Month, CalFresh Awareness Month, Stroke Awareness Month, and Older Americans Month

Throughout the meeting, the Board will act in various capacities, including as the Governing Body of the County Flood Control District and County Waterworks for certain items.

The meeting will take place at 9:30 a.m. in Board Hearing Room 381B at the Kenneth Hahn Hall of Administration, 500 West Temple Street, Los Angeles. The public can attend in person or listen to the proceedings by telephone by calling (877) 226-8163 and entering Participant Code 1336503.

A recording of the meeting will be televised on Wednesday, May 7 at 11:00 p.m. on KLCS.

The Board is also expected to continue multiple local emergency declarations, including those related to homelessness, winter storms, the Bridge Fire, and the juvenile hall situation.
