Final Design Underway for Senior Housing Across from Pasadena City Hall

Final design is underway for a 100-unit senior affordable housing development across from Pasadena City Hall, with groundbreaking anticipated for late 2026 and completion in 2028, the developer announced Monday.

National CORE, the nonprofit organization behind the project, said the new community will provide the housing for older adults in the heart of Pasadena’s Civic Center. The development, referred to in planning documents as a “beautiful new 100-apartment senior affordable housing community,” marks a significant milestone in the city’s efforts to expand housing options for seniors.

Previously, National CORE worked with the Pasadena Design Commission to ensure the building reflects the high standards of the historic Civic Center area and complements the neighboring City Hall. This new community will feature 45 studios, 54 one-bedroom apartments and one two-bedroom manager’s apartment.

The community will span five stories, clustered around a central courtyard that provides active and passive open space. Residents will enjoy access to a variety of seating areas as well as a community room, a recreation room and a library.

The main entrance at the corner of Garfield Avenue and Holly Street will face City Hall and feature a dramatic artistic gate. A secondary, informal north lobby will be accessible from Ramona Street.

The Ramona Street entrance will be adjacent to a new pick-up/drop-off area for paratransit vehicles, such as Dial-a-Ride and Metro’s Microservice. Nearby short-term and long-term privately operated parking facilities include several hundred covered stalls within a five-minute walk of the community.
