Advisory Group to Discuss Land Use and Transportation for 710 Corridor “Stub”

Meeting will feature presentations from consultant on future development possibilities for the former freeway stub area. and the creation of a new standing committee

The City’s Reconnecting Communities 710 Advisory Group will meet Wednesday, April 16, to review proposals for transforming the former 710 freeway stub, with a focus on land use themes and transportation options for the area.

The meeting, scheduled for 6:30 p.m. in the City Council Chamber at 100 North Garfield Avenue, comes just days after the community engagement workshop last weekend.

Perkins Eastman, the consulting firm working on the master plan, is scheduled to deliver two key presentations.

The first will outline potential land use themes for the area, while the second will address transportation and mobility hub concepts. These presentations will help shape the future development of the corridor, which has been the subject of ongoing community discussions since the state abandoned plans to extend the 710 freeway.

Following these presentations, the Advisory Group will appoint members to a new Land Use and Mobility Standing Committee and determine a meeting schedule for this new group.

The agenda also includes a report from the recently formed Restorative Justice Standing Committee, which held its first meeting on April 2 and elected Tina Williams as Chair and Blair Miller as Vice Chair. This committee has agreed to meet regularly on the first Wednesday of every month at 6 p.m. at Robinson Park and plans to conclude their work and report to the full Advisory Group at their August meeting.

According to the staff update memo, the project has seen a quickening of activities in recent weeks.

On March 31, the City Council 710 Ad Hoc Committee met to review the project calendar and discuss circulation and mobility hub concepts. The City also engaged with community-based organizations including Urban Homestead, Day One, BikeLA, The Pasadena Coalition of Transformative Leaders, The Center for Restorative Justice, and the NAACP of Pasadena (though the latter was not in attendance at the roundtable) to help with outreach efforts through Fall 2025.

At the April 12 Community Engagement Workshop, attendees saw the “Amplify,” an oral history documentary about the 710 corridor.

The Economic Development team is currently reviewing proposals from three potential consultants regarding financing mechanisms for the implementation phase of the project, which could include tax increment financing for the 710 Stub area. The team updated the 710 Executive Committee on the consultant selection status on April 3.

In other project developments, Caltrans is conducting a feasibility study to relocate its existing pump station on the south end of the 710 stub and to identify potential sustainability projects in the area. Master plan subconsultant Psomas is leading this feasibility work.

Additionally, Historic Data consultant ARG submitted a revised draft report on March 31, which included information on the expanded project scope covering the area north of Union Street to Walnut Avenue, Terrace Drive on the west, and Pasadena Avenue on the east.
