
As part of Monday’s shorter-than-usual consent calendar, the City Manager will vote to amend a contract with Data Ticket, Inc. $2,886,665.
This contract provides the City with a web-based Parking Citation and Permit Management System with real-time DMV integration, six electric vehicles with automated license plate reading hardware and software, handheld citation issuance devices, and integrates permit, citation and DMV payment information to share with parking enforcement officers in the field to maximize efficiency and minimize citations issued in error.
Data Ticket’s processing fees are dependent on the volume of citations issued, thus increasing when issuance increases. In the initial twelve-month period of the contract, from May 2020 to April 2021, the City issued 53,754 parking citations.
In comparison to the last twelve months, from April 2023 to March 2024, the City issued 119.190 parking citations, which is an indication that parking activity has increased post-pandemic, therefore leading to increased processing and collections expenses.
Since the implementation of the contract and the beginning of collections efforts, Data Ticket has assisted the City collect more than $3,236,476. Collection fees of 19% are applied when delinquent citations are collected, which has resulted in additional contract expenses of $614,930.
- A $1,380,005 contract with Jaycox Construction CNG for inspection maintenance repair for the CNG fueling station for five years. The Department of Public Works, Building Systems and Fleet Management Division is responsible for the routine maintenance and emergency repair services for the City’s compressed natural gas (CNG) fueling station at the City Yard. Due to the specialized nature of this work, it is performed by an outside contractor.
- Adopt a resolution to approve Final Tract Map No. 083877 for the creation of nine air parcels for residential condominium purposes. The subject subdivision is located at 569 and 571 Lincoln Avenue (Attachment B). The applicant is proposing to consolidate two land lots and create nine air parcels for residential condominium purposes. The project involves the demolition of existing residential buildings and the construction of two, two-story condominium buildings with subterranean parking. Construction is permitted under Building Permits BLD201801524 and BLD2018-01525 issued on November 27, 2019. The project is scheduled to be completed in 2024.
- Salary resolutions for non-represented, non-management, non-represented management and executive management employees. The City Council establishes by resolution the salaries and benefits for classifications that are not represented by an employee association or union. The City Council may adopt salary resolutions as necessary in order to make adjustments to wages, benefits, and working conditions for non-represented employees. The non-represented employee resolutions are typically reviewed once annually. As part of the annual review of the non-represented employee salary resolutions, staff has updated the Non-Represented Non-Management, Non-Represented Management and Executive Management salary resolutions. In addition to across-the-board wage increases, this year’s recommended updates include additional increases to select classifications. These classifications, which are identified below, are recommended for additional increases in order to presen/e internal alignment, maintain parity with comparable classifications in represented groups, and/or support the City’s ability to recruit and retain personnel.
