
The City Council has approved an amendment to a contract with Data Ticket, Inc., setting its value at $2,886,665 for a web-based parking citation and permit management system. The decision came as part of Monday’s shorter-than-usual consent calendar vote.
The contract provides the City with a comprehensive system that includes real-time Department of Motor Vehicles integration, six electric vehicles with automated license plate reading hardware and software, and handheld citation issuance devices. This integrated system allows parking enforcement officers to access permit, citation, and Department of Motor Vehicles payment information in the field, maximizing efficiency and minimizing citations issued in error.
According to the staff report, the amendment was necessitated by a significant increase in parking citations issued over the past year. From April 2023 to March 2024, the City issued 119,190 parking citations, more than double the 53,754 issued during the initial twelve-month period from May 2020 to April 2021.
The surge in citations is attributed to increased post-pandemic parking activity, resulting in higher processing and collections expenses. Data Ticket’s fees are volume-dependent, rising in tandem with the number of citations issued.
Since the contract’s implementation, Data Ticket has played a crucial role in the City’s revenue collection efforts. The company has assisted in collecting more than $3,236,476 from parking citations.
The contract includes a 19% collection fee for delinquent citations, which has resulted in additional expenses of $614,930 for the City. This fee is applied when Data Ticket successfully collects on overdue citations.
The amended contract aims to address the increased workload and costs associated with the higher volume of parking citations. It reflects the City’s efforts to maintain an efficient parking management system in response to changing urban mobility patterns.
Here are the other items that passed on Monday’s consent calendar,
- A $1,380,005 contract with Jaycox Construction CNG for inspection maintenance repair for the CNG fueling station for five years. The Department of Public Works, Building Systems and Fleet Management Division is responsible for the routine maintenance and emergency repair services for the City’s compressed natural gas (CNG) fueling station at the City Yard. Due to the specialized nature of this work, it is performed by an outside contractor.
- A resolution for the creation of nine air parcels for residential condominium purposes. The subject subdivision is located at 569 and 571 Lincoln Avenue (Attachment B). The applicant is proposing to consolidate two land lots and create nine air parcels for residential condominium purposes. The project involves the demolition of existing residential buildings and the construction of two, two-story condominium buildings with subterranean parking. Construction is permitted under Building Permits BLD201801524 and BLD2018-01525 issued on November 27, 2019. The project is scheduled to be completed in 2024.
- Salary resolutions for non-represented, non-management, non-represented management and executive management employees. The City Council establishes by resolution the salaries and benefits for classifications that are not represented by an employee association or union. The City Council may adopt salary resolutions as necessary in order to make adjustments to wages, benefits, and working conditions for non-represented employees. The non-represented employee resolutions are typically reviewed once annually. As part of the annual review of the non-represented employee salary resolutions, staff has updated the Non-Represented Non-Management, Non-Represented Management and Executive Management salary resolutions. In addition to across-the-board wage increases, this year’s recommended updates include additional increases to select classifications. These classifications, which are identified below, are recommended for additional increases in order to preserve internal alignment, maintain parity with comparable classifications in represented groups, and/or support the City’s ability to recruit and retain personnel.
