The City Council on Monday will consider amending its contract with Frame Group for disaster recovery consulting services to a total not-to-exceed amount of $1.45 million as the city continues recovery efforts from the Eaton Fire.
The wind-driven blaze damaged nearly 200 homes in Pasadena after the fire broke in January.
Under the proposal, the contract amount would increase by $1.2 million to fund ongoing work related to FEMA reimbursements, insurance claims, litigation support, and grant applications.
The city’s Fiscal Year 2026 operating budget would be amended to appropriate funds from the General Fund’s unappropriated balance. Officials said the cost is expected to be offset through insurance coverage of up to $1 million, FEMA management cost reimbursements, and other recovery-related funding.
Finance officials said Frame has been instrumental in navigating FEMA’s Public Assistance Program and Policy Guide, identifying additional eligible expenses, and helping the city coordinate rapidly changing federal documentation requirements. The firm has supported several disaster recovery efforts across California, including FEMA declarations for Los Angeles County, the City of Torrance, and the 2020 CZU Lightning Complex Fire.
Frame’s team also includes Imperium Consulting Group, which has worked with Pasadena’s insurance program and will help expedite claims processing. Key recovery projects include repairs to the Don Benito Reservoir and the Police Training Center, both requiring detailed coordination among federal, state, and city agencies.
City officials said the amendment is necessary to maintain momentum in recovery operations and ensure Pasadena secures the maximum possible reimbursements from federal and state sources.
