The Pasadena Department of Transportation will pursue the first extension of its contract with Parking Concepts Inc. for another year following a very positive performance review that will be presented to the Municipal Services Committee on March 11.
The review highlights major cost savings and service improvements reportedly achieved since PCI began managing all eight of the city’s parking garages in the Civic Center and Old Pasadena areas in February 2022.
According to the staff report submitted to the committee, “The consolidated service has realized an annual average cost savings of $2.4M, or 54%, annually for the last three years versus expenses under the previous contracts.”
Prior to 2022, Pasadena had split the management of its parking facilities among three different vendors.
However in November 2021, the City Council awarded the consolidated contract to PCI for a three-year term with the option of two additional years at the City Manager’s discretion, with a specific request for a performance update before extending beyond the initial period.
The staff report outlined several operational improvements implemented by PCI, including online Rose Parade parking reservations that increased ticket sales by 25%, enhanced wayfinding and aesthetics throughout the garages, and the implementation of a unified parking access and revenue control system.
Additional improvements include sharing daily supervisor shift reports for City review, consolidating central operations from three locations into one, renovating parking offices for more efficient operations, and utilizing in-house labor for minor repairs and painting instead of outsourcing.
The DeLacey Parking Garage was recognized for exceptional service, receiving a “Best of 2024” award from BusinessRate based on Google customer reviews. The facility was specifically praised for its location, convenience, ease of use, and competitive pricing.
The consolidation has also provided a consistent customer service experience across the garage portfolio and established one set of standards and services, creating a single point of contact for all city garage operations that makes it easier to implement changes throughout the system.
“PCI has performed the duties of the contract as laid out and has been a valuable resource to the City, its citizens, and visitors,” the staff report concluded.
