City Moves Ahead With Caltrans Property Sales

City aims to boost affordable housing and restore historic homes through landmark real estate initiative

[UPDATED] The City of Pasadena is making strides to acquire and sell seventeen vacant Caltrans properties, in a push to fund affordable housing and revitalize neighborhoods, according a statement released Monday. Authorized by City Council on June 23 under SB 959, the initiative targets homes once slated for demolition as part of the abandoned State Route 710 North project.

“Pasadena’s architectural beauty has always reflected its civic spirit, and today’s release of these homes is a moment to rise to the challenge with heart. This is more than real estate; it is about renewal, stewardship, and ensuring that these properties once again serve families and strengthen the community. Being entrusted with that responsibility is both humbling and inspiring,” said Michael Slaughter, Mutual Realty Consultants.

The city will sell the properties for no less than their appraised value, using proceeds to fund three new affordable units for each Caltrans home purchased by Dec. 31, 2026.

Four smaller, non-historic properties will be reserved for affordable homeownership; thirteen others in historic districts will be marketed at fair value through DPP Compass, Sotheby’s International Realty, and Mutual Realty Consultants.

All properties are sold as-is, with deed restrictions requiring buyers to repair properties and ensure occupancy within a reasonable timeframe. Marketing for the first ten addresses begins the week of Sept. 28, with three more scheduled for October.

“After decades of sitting vacant, thirteen Caltrans homes are finally being offered to the public, giving potential buyers the opportunity to restore properties within designated historical sections of the city, bringing them back to life and enhancing the neighborhoods in which they’re situated in the process,” said Bill Podley, DPP Compass.
