The City Council will hold a special meeting to appoint members to the Pasadena Rental Housing Board.
The appointments were scheduled to be held on Monday, but instead a single-topic special meeting will be held to appoint the first-ever PRHB at 5:30 p.m. on Wednesday, April 19.
The board will implement and enforce Measure H, a voter approved rent control measure that passed in November.
The new law requires local landlords to roll back rents to May 2021 rates.
It also limits local rent adjustments annually to 75% of the percentage increase in the Consumer Price Index for multifamily rental units built before February 1, 1995, and prohibits evictions from rental units, except for just cause evictions based on 11 criteria.
Each council member will nominate two tenant members and five at-large members.
At large nominees will be ranked based on the number of nominations the nominees would get, as agreed upon by the City Council.
Former Mayor Terry Tornek, former District 3 Candidate Brandon Lamar, rent control organizer and former District 6 City Council Candidate Ryan Bell, Occidental Professor Peter Dreier and several landlords that unsuccessfully attempted to sue the City have applied to sit on the board.
Simon Gibbons, Tyler Werrin and Ahni Dodge sided with the California Apartment Association in a lawsuit to invalidate Measure H.
On April 20, the City Council vote on the five at-large members.
Last month, a judge ruled in favor of the City in a lawsuit brought by an apartment owners’ lobby group to invalidate Measure H, the rent control initiative.
In the lawsuit, lawyers for the California Apartment Association and five Pasadena landlords unsuccessfully argued Measure H was unconstitutional and constituted an illegal revision of the City Charter among other things.
