City to Present Updated Design Concepts for 710 Stub at Third Community Workshop

City officials invite residents to review new design options and share feedback on the future of the corridor

The City of Pasadena will host its third community engagement workshop for the Reconnecting Pasadena 710 Master Plan on Saturday, Sept. 13 from 10:00 a.m. to 1:00 p.m. at Friendship Pasadena Church, located at 80 West Dayton St.

The event will include a presentation of updated design concepts for the former SR-710 North Stub area, followed by a moderated panel discussion with an audience Q&A at the end. According to the city’s announcement, “Interpretation services will be available upon request, and refreshments will be provided.”

The city is inviting residents to “learn more about updated project design concepts for the Stub area and share feedback to help shape the future of the project,” according to official materials.

The workshop is part of Pasadena’s Reconnecting Pasadena initiative, which aims to restore connectivity and guide future development in the corridor formerly occupied by the SR-710 North Stub. The freeway segment was relinquished to the City of Pasadena by Caltrans on Aug. 15, following decades of planning and public debate.

The relinquishment was made possible through legislation authored by State Senator Anthony Portantino (SB 7) and Assemblymember Chris Holden, which amended the California Streets and Highways Code to allow transfer of the corridor to the city. The California Transportation Commission approved the transfer on June 29.

Constructed in the early 1970s, the SR-710 North Stub displaced thousands of residents—many from low-income and minority communities—and divided a residential neighborhood from Pasadena’s central business district.

The relinquished area includes three segments: Segment 15 (Union Street to California Boulevard), Segments 11–14 (Pasadena Avenue/St. John Avenue between Bellefontaine Street and Wigmore Drive), and Segments 1–10 (Bellefontaine Street to Columbia Avenue). Four bridge structures—Union Street, Colorado Boulevard, Green Street and Del Mar Boulevard—are included. Nine traffic signals were also transferred to the city, which has assumed full maintenance, ownership, responsibility, control and liability.
