Council Meeting Rules to Be Reviewed By Committee on Monday

The Pasadena Legislative Policy Committee will take up a review of the rules governing City Council meetings when it meets at 5 p.m. Monday, Sept. 28, considering whether to recommend revisions to the full City Council.

As a City Council committee, the panel holds no independent authority; any change it favors would move forward only as a recommendation, and the City Council would retain final authority over whether to adopt it.

The review covers Resolution No. 9716, the current rules for all council, committee, board and commission meetings, adopted in 2019; Resolution No. 9376, the rescinded prior version; and Pasadena Municipal Code Section 2.05.120, last adopted in 2000. City Clerk Mark Jomsky provided the material Sept. 10 at the committee chair’s request.

The current rules generally limit public comment to three minutes per speaker, cap comment on non-agenda matters at 20 minutes, restrict signs to no larger than 8.5 by 11 inches and let the presiding officer recess a meeting to preserve order. No amendments would take effect unless the City Council later acts.

The Legislative Policy Committee is scheduled to meet at 5 p.m. on Monday, Sept. 28, in the Council Chamber, Room S249, at Pasadena City Hall, 100 North Garfield Avenue, in Pasadena.
