The Los Angeles County Board of Supervisors will consider a $59,000 public art project in Altadena, continued emergency contracting authority for recovery from the Eaton Fire and an  Altadena Library District trustee appointment when it meets Tuesday, Nov. 10.

The meeting, scheduled for 9:30 a.m. in downtown Los Angeles, includes several proposals affecting communities represented by Fifth District Supervisor Kathryn Barger. The items are pending board consideration and have not been approved.

Under Agenda Item 22, Barger proposes directing the county Department of Arts and Culture to enter into a $59,000 sole-source agreement with Austin Scott to coordinate an Altadena utility-box artwork project.

The proposal would use the Fifth District’s civic art pooled funds. Scott would oversee community engagement, artist selection, contracts with 10 participating artists and delivery of the project. The department would also receive authority to execute necessary contract amendments and change orders.

The agenda does not identify the participating artists or the locations of the utility boxes.

Another Altadena-related matter appears under Agenda Item 1, which includes an appointment in lieu of election for Ray Ruffin to represent Trustee Area No. 4 on the Altadena Library District Board of Trustees.

Ruffin currently serves as an appointed trustee. The library district is transitioning from at-large representation to elections by designated trustee areas, with five trustees serving four-year staggered terms.

Two additional agenda items address emergency recovery authority following the January 2025 wildfires.

Items 30 and 37 would continue emergency contracting arrangements for the county’s Internal Services and Public Works departments, respectively. The proposed actions cover multiple fires, including the Eaton Fire, and would allow qualifying emergency recovery work to proceed without the delays associated with standard competitive bidding procedures.

The recommendations require four votes for approval.

The board will also consider a revised proposal involving property at 900 Fair Oaks Ave. in South Pasadena. Agenda Item 25 concerns a proposed county purchase for $6.4 million, with associated costs bringing the maximum proposed expenditure to $6,410,100. The revised recommendation identifies Dec. 8 as the date for public comment and consideration of completing the transaction.

The agenda also includes a countywide proposal to examine how Los Angeles County distributes advertising and public-information spending among local, ethnic, community and hyperlocal news organizations. Supervisors Hilda Solis and Janice Hahn propose reports within 120 days on spending, procurement practices and opportunities for such outlets.

The board’s Executive Office posted the agenda Nov. 4. Items remain subject to change before the meeting.
