The Los Angeles County Board of Supervisors will consider approving five properties for submission to the state’s Homekey+ Program, including $5.2 million in mental health funding for one project, at their upcoming public hearing next Tuesday.
The Board will vote on a recommendation from Supervisor Kathryn Barger to approve joint applications for the affordable housing initiative, focusing on five properties located in Los Angeles and Torrance. The Huntington Villas project at 5350 South Huntington Drive would receive up to $5.2 million in Mental Health Services Act and/or Behavioral Health Services Act funds to support housing with mental health services. This item will be addressed during both the regular Board meeting and the separate Los Angeles County Development Authority meeting agenda portion.
The meeting will also include consideration of five nominees for at-large positions on the newly formed Governance Reform Task Force, following the Los Angeles County Governance Reform Motion approved on November 26, 2024. The task force nominees—Gabriela Gironas, Julia Mockeridge, David Phelps, Rosa Soto, and Nancy Yap—were selected by the five Board-appointed GRTF members who required a four-fifths majority vote. Each Supervisor’s appointee participated in the majority that selected at least one at-large member.
Supervisors will review two bi-weekly emergency contracts reports related to the January 2025 Windstorm and Critical Fire Events, which included the Palisades, Eaton, Hurst, and Kenneth fires. These reports detail emergency actions taken by the Directors of Internal Services and Public Works without competitive bidding due to the ongoing emergency situation. The initial emergency declaration was made on January 28, 2025 (Board Order No. 13-C), and the continuing emergency status under Public Contract Code Section 22050 allows for expedited contracting.
Public hearings include the Annual Solid Waste Generation Service Charge Report and County Lighting Districts assessments for Fiscal Year 2025-26. The lighting assessments cover 14 zones including the unincorporated area and 13 specific cities (including Agoura Hills, Bell Gardens, Calabasas, and others) with rates remaining the same as FY 2024-25. The funds will support operation of lighting facilities and capital improvement projects.
Another public hearing involves an ordinance granting a 15-year water pipeline franchise to Llano Del Rio Water Company, running from May 11, 2025, to May 10, 2040, with an annual fee and a $10,000 granting fee.
The Board will also hear an appeal for a controversial residential development project in the Santa Monica Mountains Planning Area that was previously denied by the Regional Planning Commission. The project at 3300 Kanan Dume Road includes a 4,412 sq ft single-family residence, a 2,030 sq ft detached auxiliary building, 5,800 cubic yards of grading, removal of three native trees, and encroachments into protected zones of 193 native trees. This item was continued from the April 29, 2025 meeting.
The agenda includes several ceremonial presentations, including scrolls for “Mental Health Awareness Month,” recognitions for “Asian American Pacific Islander Heritage Month,” and honoring the Honorable Annette Delgadillo and Honorable Diane Martinez as the first sisters to serve as Mayors of the City of Paramount.
Six closed session items are scheduled, covering multiple existing litigation matters, anticipated litigation cases, and conferences with labor negotiators. The meeting will also include a report on closed session items from the May 13, 2025 meeting.
The meeting will take place Tuesday, May 27 at 11:00 a.m. in Board Hearing Room 381B at the Kenneth Hahn Hall of Administration, 500 West Temple Street in downtown Los Angeles. The meeting will be televised on Wednesday, May 28 at 11:00 p.m. on KLCS.
