Fire-Damaged Standing Homes Could Get Pasadena Permit Fee Waivers Under Proposal Headed To City Council

Pasadena homeowners whose houses survived the Eaton Fire but were left contaminated by smoke, ash or water could see their city permit fees waived for repairs under a proposal the Economic Development and Technology Committee is scheduled to take up on Tuesday, June 16, in a continued discussion that, if endorsed, would advance to the City Council for final action.

In a memo to the committee, Acting Planning and Community Development Director Jason Mikaelian recommends extending the existing Eaton Fire Rebuild Permit Fee Waiver Program — currently limited to red-tagged properties — to cover so-called “standing homes” with documented damage. The expansion carries a total estimated cost of up to $100,000, funded by the Building Fund, with individual waivers ranging from $150 to $2,000 per property.

To qualify, a home would need to have been owner-occupied as of January 7, 2025, located within the Eaton Fire mandatory evacuation order or evacuation warning zones, and supported by a professional assessment — from a licensed contractor, industrial hygienist, HVAC specialist or insurance adjuster — documenting fire-related damage. Eligible repairs would include insulation and drywall replacement, HVAC cleaning and ductwork remediation, roof repairs, siding and stucco work, and interior remediation.

The existing program, approved by the City Council on August 25, 2025, has received 49 applications, of which 44 have been approved, one was denied for non-compliance with the city’s Rebuild Ordinance, and four remain under review. Almost $1.8 million in permit and plan check fees have been waived and $327,000 refunded as of the end of May.
