Pasadena City Council Opens Public Hearing on $2.4 Billion Capital Improvement Budget

The Pasadena City Council on Monday initiated a public hearing to discuss the City Manager’s Recommended Fiscal Year 2026–2030 Capital Improvement Program (CIP) Budget. The proposed budget includes over $2.4 billion allocated for infrastructure investments spanning the next five years.

Monday’s public hearing did not address specific items in the budget, but opened and continued the hearing so the CIP budget could be discussed as part of budget discussions.

The plan includes 218 active projects and 14 new initiatives aimed at preserving and enhancing the City’s capital assets.

The total estimated cost of all active CIP projects is $2.46 billion, with $879.9 million already appropriated through Fiscal Year 2025.

For FY 2026 alone, the City Manager is recommending $446 million in new appropriations across 119 projects, leaving an outstanding funding need of more than $1.1 billion over the five-year period.

A joint meeting of the Finance Committee and City Council is scheduled for April 28 to review proposed funding allocations for FY 2026.

In addition to current projects, the budget includes a “Future Projects” section outlining 48 potential undertakings with an estimated total cost of $429.8 million. These projects are not yet funded but are included for long-term planning purposes.

The CIP budget covers a broad range of infrastructure investments, including transportation, stormwater management, parks and recreational facilities, and city buildings.

Portions of the draft CIP have already been reviewed by the Recreation and Parks Commission, Northwest Commission, Transportation Advisory Commission, and Planning Commission.

The hearing was continued to May 5 and will be continued in subsequent meetings until the budget is formally adopted.
