Pasadena City Council to Consider Vehicle Donation, Fund Appropriations at Monday’s Meeting

The Pasadena City Council will convene Monday to consider accepting vehicle donations for public safety departments, appropriate funds for several municipal projects, and discuss property negotiations and pending litigation.

The Council meeting, scheduled for March 24 at 6 p.m. in the City Hall Council Chamber at 100 North Garfield Avenue, Room S249, will be preceded by a closed session at 5 p.m. (The Finance Committee will also hold a special meeting at 3 p.m. the same day.)

Among key agenda items, the Council will vote on authorizing the City Manager to accept a 2025 Hyundai Santa Fe XRT donation from US Auto Trust, valued at $42,945, for the Fire Department. Similarly, officials will consider accepting a fully outfitted 2020 Chevrolet Tahoe with emergency equipment for the Pasadena Police Department Canine Unit, donated by Joe Perez, owner of California Metro Patrol.

The Council will also review the initial presentation on the city’s budget process and current financial status, providing direction on budget priorities for the upcoming fiscal year. This item is informational and not subject to a formal vote at Monday’s meeting.

Financial matters dominate much of the agenda, with the Finance Committee recommending several actions, including amending the Fiscal Year 2025 Capital Improvement Program Budget to approve a $1,047,460 advance to the Rose Bowl Operating Company for the Brookside Golf Course Cantilever Fence project.

Another significant vote will address increasing a contract with Hamel Contracting Inc. by $172,354 for change order work at the Hon. John J. Kennedy Pool, bringing the total contract amount to $4,862,592 and appropriating $147,224 in Residential Impact Fee to the Robinson Park – Pool and Pool Building Renovations project.

The Council will consider authorizing a $1,100,000 four-year contract with Ron’s Maintenance Inc. for catch basin cleaning and inspection services of all City-owned storm drain catch basins.

The Fire Department is seeking approval to amend its Fiscal Year 2025 Operating Budget by recognizing revenues and appropriating $1,007,678 for the purchase of 24 monitor/defibrillator devices and preventative service and maintenance for 26 devices over five years through a contract with Stryker Sales LLC.

Officials will also vote on authorizing a contract with Patagonia Health Inc. to deliver an electronic health record system for the Health Department at a cost not to exceed $1,542,907 over a ten-year period.

The Council will consider amending contracts with Friends In Deed to extend terms and increase contract amounts by $107,910 and $70,148 respectively for street outreach and motel-based shelter services, and adopt a resolution establishing three new classifications and updating the salary of one existing classification represented by PMA and non-represented management.

Two ordinances will face a second reading.

The Council will also acknowledge the appointment of Harry Crusberg to the Fire and Police Retirement Board and receive and file various claims against the City of Pasadena, ranging from $60.19 to over $35,000.

In closed session, the Council will discuss real property negotiations pursuant to Government Code Section 54956.8 regarding 39 South El Molino Avenue (with negotiating party Kenneth McCormick, The Pasadena Playhouse State Theater of California, Inc.) and 55-85 South Grand Avenue (with negotiating party Elissa Barrett, Western Justice Center). The Council will also discuss pending litigation pursuant to Government Code Section 54956.9(d)(1) regarding Pallete v. City of Pasadena, et al. (Case No.: 25NNCV01391).

Public comment opportunities are available for matters on and off the agenda, with speakers limited to three minutes each and public comment limited to a total of 20 minutes at the beginning of the meeting, continuing at the conclusion if necessary. Meetings are broadcast live on Charter Cable Channel 3, with rebroadcasts available daily by calling (626) 794-8585 for the schedule.

To comply with the Americans with Disabilities Act of 1990, assistive listening devices and language translation services are available upon request. Assistive listening headphones and neck loops can be checked out at the desk of the Sergeant-at-Arms inside the Council Chambers. The Council will also review correspondence from March 17, 2025, as part of the meeting agenda.
