Pasadena City Council to Vote on $8.9 Million Street Project, Housing Funds in Year’s Final Meeting

Public safety, property negotiations, and administrative changes pack December 16 agenda

The Pasadena City Council will convene its final session of 2024 on Monday, December 16, with a packed agenda featuring major infrastructure investments, housing initiatives, and administrative changes. 

The afternoon and evening include three separate meetings: a Special Closed Session at 4:00 p.m., a Regular Closed Session at 5:00 p.m., and the Public Meeting at 6:00 p.m., all at Pasadena City Hall.

During the Regular Closed Session, the City Council will discuss multiple property negotiations, including sites at 710 N. Fair Oaks Avenue with Sierra Atilano, 434-470 North Lake Avenue with potential housing developers including Bridge Housing, Community Builders Group, LA Family Housing, Mercy Housing, The Olson Company, Urban Coalition, USA Properties, and West Hollywood Community Housing Corporation, and 78 N. Marengo Avenue with HRI Properties. Labor negotiations with the Pasadena Fire Fighters Association are also scheduled.

The City Council will consider authorizing an $8.88 million contract with All American Asphalt for citywide street resurfacing and ADA improvements. The proposal, categorically exempt under California Environmental Quality Act guidelines, includes a $7.72 million base contract and a $1.16 million contingency for potential changes.

The Council is scheduled to vote on a 36-month office lease agreement at 199 S. Los Robles Avenue, Suite #405, for an amount not to exceed $1,242,578. This includes amending the Housing Department’s Fiscal Year 2025 Operating Budget by appropriating $709,488 from the General Fund’s unappropriated balance.

Also the City Council will consider amendments to Union Station Homeless Services contracts, potentially increasing funding for rapid rehousing by $80,000 and motel-based shelter services by $100,000. These changes would bring the total contract values to $1,077,555.19 and $1,409,997.27 respectively.

Public safety matters include a proposed Verdugo Fire Communication Dispatch Service Agreement between the Cities of Burbank, Glendale, Pasadena, and San Gabriel, as well as a new policy for fire captains working as engineers. 

The City Council will also consider authorizing a $175,000 contract with OIR Group LLC for independent police auditor services. Additionally, the Community Police Oversight Advisory Commission’s regular meetings may be moved to the second Thursday of each month.

A public hearing will address the reallocation of $256,365 in non-committed HOME funds and $680,000 in unspent Community Development Block Grant funds for housing and community development needs.

The agenda includes several administrative items:

  • Approval of Final Tract Map No. 084287 for creating 17 air parcels for residential condominiums
  • A resolution revising which city officials must file conflict of interest statements
  • Establishment of two new job classifications and salary adjustments for nine existing positions
  • Selection of an alternate tenant member for the Pasadena Rental Housing Board from Varouge Mesrobian (District 6), Louis Rigolosi (District 7), Christine Rodriguez (District 5), and Simon Ybarra (District 3), to serve through May 24, 2027
  • A $879,914 contract with Impex Technologies for Water and Power Department server upgrades

The City Council will also consider appointments including Gloria Andrade to the Northwest Commission (District 3 Nomination), Joel Bryant to the Rose Bowl Operating Company Board (District 3 Nomination), and Philip Burns to the Planning Commission (District 5 Nomination).

Residents can participate in person at the Council Chamber, Room S249, at 100 North Garfield Avenue, or view proceedings live on the city’s website. Public comment periods are available at the beginning and end of the public meeting, with speakers limited to three minutes during the initial 20-minute comment period.
