Pasadena Council to Consider $890,000 Federal Grant-Funded Transportation Plan Contract

The Pasadena City Council on Monday will consider authorizing a contract worth up to $890,989 with transportation consultant Fehr & Peers to develop a Citywide Active Transportation Plan, according to the agenda for the January 12 meeting.

The proposal, which was reviewed by the Finance Committee, would draw $712,791 from a Federal Highway Administration Safe Streets and Roads for All grant, with the city providing $178,198 in matching funds from the Department of Transportation’s operating budget. The action would also amend the Department of Transportation’s fiscal year 2026 operating budget to recognize and appropriate the federal grant funds. The contract includes a base amount of $809,990 and a contingency of $80,999 for potential change orders, subject to City Manager approval.

Fehr & Peers was selected through a competitive process as specified by Section 4.08.047 of the Pasadena Municipal Code, according to the agenda. The recommendation notes that competitive price bidding is not required pursuant to City Charter Section 1002(F), which covers contracts for professional or unique services.

If approved, the action would also authorize the City Manager to approve no-cost amendments to the contract, including durational extensions.
