
The Pasadena City Council will set dates Monday for two significant public hearings that will give Pasadena residents a formal opportunity to weigh in on how the city plans to spend public money over the next several years — including a five-year capital improvement plan and a full operating budget for fiscal year 2027.
The hearings, to be scheduled at the April 6 meeting, come at a an important juncture for the city’s finances. Pasadena, like many California municipalities, is navigating a period of fiscal pressure, and the upcoming budget season will require the council to make difficult choices about service levels, infrastructure investments, and long-term financial sustainability.
The first hearing, set for April 13 at 6:00 p.m., will address the City Manager’s Recommended Fiscal Year 2027–2031 Capital Improvement Budget.
Capital improvement budgets outline planned investments in the city’s physical infrastructure — roads, parks, public buildings, utilities, and other long-term assets.
The five-year scope of this plan means decisions made at the April 13 hearing will have consequences that extend well into the next decade.
The second hearing, scheduled for May 4 at 6:00 p.m., will take up the City Manager’s Recommended Operating Budget for Fiscal Year 2027. The operating budget governs the day-to-day expenditures of city government, including personnel costs, departmental programs, and public services. It is typically the most closely watched document in the annual budget cycle, as it directly determines staffing levels and the scope of services available to residents.
Both hearings will be held in the Council Chamber at Pasadena City Hall, 100 North Garfield Avenue, Room S249. Residents wishing to comment may do so in person or via the city’s remote participation options.
