Certificate of Exception would consolidate three parcels into two for electrical transformer needs

The Pasadena Hearing Officer will consider a Certificate of Exception application Wednesday, Oct. 1, that would allow Cadillac Pasadena to adjust property lines at its East Colorado Boulevard dealership.

The 6 p.m. meeting at City Hall’s Grand Conference Room will address Certificate of Exception #438 for the property at 3475 East Colorado Boulevard in Council District 4.

A staff report by the Department of Planning and Community Development said Cadillac Pasadena seeks to consolidate three parcels into two parcels through a lot line adjustment. The dealership site spans 4.47 acres on the north side of East Colorado Boulevard between North Halstead Street and Sycamore Avenue.

The consolidation would create a 57,117 square-foot parcel and a 92,402 square-foot parcel. The report said no construction, demolition or tree removal is proposed as part of this application.

The lot line adjustment is needed to accommodate electrical transformer equipment for a previously approved Cadillac dealership remodel. The Department of Water and Power requires the new transformer to be located on a separate parcel from existing transformer equipment.

The site currently houses both Cadillac and Land Rover dealerships. The jurisdictional boundary between Pasadena and Los Angeles County runs through the eastern portion of the property.

The Planning Department recommends approval of the application. Case planner Katherine Moran determined the project is exempt from environmental review under the California Environmental Quality Act.

The dealership has received previous approvals for expansions and improvements. Minor Conditional Use Permit #7132 was approved in December 2023 for alterations to the vehicle services operation.

Planning staff analysis shows the proposed parcels would comply with zoning requirements. Both parcels would meet minimum lot size standards and setback requirements under the East Colorado Specific Plan.

The floor area ratios for both parcels would fall within the range allowed for Medium Mixed Use designation in the General Plan. Vehicle repair areas would comply with the 40 percent maximum allowed under the municipal code, the report said.

The application includes recommended conditions requiring the applicant to record the lot line adjustment with Los Angeles County and provide legal descriptions prepared by a licensed surveyor.
