
The Pasadena Rental Housing Board will consider a proposed $5,617,319 operating budget for fiscal year 2026 and discuss expanding staffing to meet increased demand during its regular meeting on Thursday.
The April 3 meeting begins at 6 p.m. in the Council Chamber at City Hall and will include presentations on the Rent Stabilization Department’s plan to increase its workforce from 17 to 21 full-time equivalent employees.
According to the agenda report, the Department has received $3.6 million in revenue since its creation in December 2023 and projects a rental housing fee of $204.96 per unit for 27,407 rental properties to fully fund operations. This fee includes $235,710 to support a Deputy City Attorney position related to the Department’s needs, and associated expenses.
The proposed budget represents a shift “from investments in external consultants, office and technology infrastructure to focusing on offering first-class service amidst an increasing workload as the department establishes itself and becomes more well-known throughout the community.”
The information-only budget presentation details accomplishments from the past year, including launching a rental registry database that has processed over 16,000 registrations completed and increasing each week, conducting monthly workshops, and handling a monthly average of 268 housing counselor interactions—a 65% increase from the previous year.
Board members will also review minutes from their January 23 special meeting, which focused on emergency protections for tenants affected by wind and fire emergencies in the city. During that meeting, the Board discussed landlord responsibilities for maintaining habitable units and resources available to displaced residents.
The meeting will also include an agenda item for discussing future agenda items.
