Pasadena Rental Registry Grace Period Deadline Looms With Steep Penalties Ahead

Time is running out for Pasadena landlords to register rental units without penalty.

The deadline was Friday, Oct. 31, but property owners have until Nov. 7, Friday, to submit registrations without incurring late fees.

After that grace period ends, penalties escalate quickly, said an advisory from the Rent Stabilization Department.

Registrations submitted Nov. 8 through Dec. 22 will incur a 15% late fee. That’s $35.70 per unit on top of the $238 base fee.

The penalty jumps to 30%, or $71.40 per unit, for registrations between Dec. 23 and Feb. 5, 2026.

Landlords who wait until Feb. 6 or later face a 50% late fee of $119 per unit.

All residential rental units in Pasadena must be registered annually,the advisory said. The $238-per-unit fee applies to each property.

The Rent Stabilization Department office was closed Oct. 31 due to scheduled city closures. However, online payments through the Rental Registry Portal remain available.

The Municipal Services Center also accepts payments.

A final in-person registration session was held Thursday, Oct. 30, in the Los Robles Building at 199 S. Los Robles Ave.

Property owners can pay online by credit card through the portal. The Municipal Services Center at 100 N. Garfield Ave., Room N106, accepts checks, cash and cards weekdays from 7:30 a.m. to 5:15 p.m.

Mail payments are accepted but not recommended at this stage. Checks arriving after the deadline will trigger late fees.

Partial payments are not accepted. The fee must be paid in full.

The portal allows landlords to verify unit information, update details and submit payment securely.
