Pasadena Seeks $136,786 Grant to Upgrade Bus Stops Citywide

Low Carbon Transit Operations Program funds would improve shelters, lighting and real-time information displays

The Pasadena City Council on Monday will consider accepting a $136,786 state grant to upgrade bus stops across the city with new shelters, benches, lighting and real-time travel information.

The Low Carbon Transit Operations Program funds would pay for systemwide enhancements aimed at making transit more comfortable, safe and accessible for riders.

The grant comes from California’s Climate Investments program, which helps transit agencies reduce greenhouse gas emissions. The California Department of Transportation administers the program.

The city’s Department of Transportation has prepared an application for 2025 LCTOP funds. The state provides the money upfront, before improvements begin.

The department said new and replacement shelters would protect riders from sun and weather. Upgraded benches would provide better seating. Improved lighting would increase visibility during early morning and evening hours.

Real-time travel information displays would help riders make informed decisions and improve their overall transit experience.

The project targets $114,380 toward priority populations. These include disadvantaged communities and low-income households, as defined by the state.

The City Council must adopt a resolution authorizing the City Manager to execute required certifications and forms. Transportation staff will return to the City Council each year to seek approval for future LCTOP funding.

The action supports the city’s goals of maintaining fiscal responsibility, increasing sustainability and encouraging non-auto travel. It aligns with the General Plan’s Mobility Element, which calls for convenient, safe and accessible transit stops.

The Department of Transportation will manage the Bus Stop Improvement Program project if the grant is approved. Funds are expected to arrive within fiscal year 2025.

The meeting begins 6 p.m. Monday at City Hall.
