The City of Pasadena is compiling a list of experienced local construction workers to include in its First Source Hiring Program. The initiative aims to create job opportunities, incentivize development, and stimulate the local economy by connecting Pasadena residents with construction projects in need of skilled labor.
“The City of Pasadena is compiling a list of experienced construction workers who reside in Pasadena and would like to be referred to developers and contractors participating in the City’s First Source Hiring Program,” the city stated in a public announcement on its official Twitter account, @PasadenaGov.
The program is designed to benefit both workers and developers. Contractors can receive tax rebates for hiring locally, potentially recouping up to 50% of salaries and benefits paid to Pasadena residents, capped at 75% of total construction tax paid.
Developers of private construction projects costing more than $50,000 can voluntarily participate and are eligible for a construction tax rebate. Participation is mandatory for developers receiving financial assistance from the City. City staff may assist with generating local hiring agreements, reviewing payroll records, and providing referrals to workers and training centers.
To be eligible, construction workers must reside within Pasadena city limits and have relevant experience.

The program reflects the city’s efforts to prioritize local hiring and economic development. By keeping jobs within the community, Pasadena aims to ensure that wages earned are reinvested in the local economy.
