Pasadena to Launch Rental Registry on September 23

City will give landlords about three months to register their properties

City officials said Thursday that they intend to send out notices on September 23 for Pasadena’s new rental registry, giving landlords 90 days to register their properties as the City implements its voter-approved rent control program.

The registry is a key component of the rent stabilization measure passed by voters in November 2022. Landlords will have until December 22 to register their rental units, with registration available online 24/7.

“We are encouraging everyone to please come in and let us help you to register your properties,” said Helen Morales, Executive Director of Pasadena’s Rent Stabilization Department.

The City plans to notify landlords about the registration process through mailers sent out on September 23. The notices will include instructions on how to register and information about upcoming workshops and trainings.

Pasadena will host several workshops to assist landlords with the registration process. Sessions are scheduled for September 23 at the Jackie Robinson Center, September 24 at Victory Park, and September 25 at the Jackie Robinson Center.

From October 2-23, the Rent Stabilization Department will hold office hours from 10:00 a.m. to 1:00 p.m. to provide additional support for landlords completing their registrations.

The City is also creating magnets and yard signs in English and Spanish for outreach purposes.

The rental registry launch comes nearly two years after Pasadena voters approved the rent control measure in November 2022. The program aims to regulate rent increases and provide eviction protections for tenants.

City officials are still finalizing other aspects of the rent control program, including regulations for landlords seeking rent increases above the annual allowable adjustment.

The Pasadena Rental Housing Board is considering two options for determining what constitutes fair market rent when evaluating landlord petitions for larger rent increases. The Board plans to make a final decision on this issue at an upcoming meeting.

Additionally, the City has scheduled stakeholder meetings for October 9 and 10 at 6:30 p.m. to discuss the relocation assistance policy review, with separate sessions for landlords and tenants.
