Pasadena to Study Stormwater Capture Project at Jefferson Park, Launch Community Outreach

The Public Works Department is launching a feasibility study to explore a stormwater capture project at Jefferson Park, paired with a community outreach effort aimed at shaping the project’s design and priorities.

The Jefferson Park Stormwater Capture Project has been identified as a high-priority opportunity for regional stormwater management. The study will examine ways to capture and manage runoff while improving park amenities and reflecting community input.

In June, the city secured a $191,180 Public Education and Community Engagement grant from Los Angeles County’s voter-approved Safe, Clean Water Program to support outreach tied to the feasibility study. The funding is intended to ensure residents play a central role in developing the project’s vision.

The feasibility study will evaluate options for underground stormwater capture infrastructure as well as potential above-ground park improvements. City officials said the goal is to improve stormwater runoff management and meet water quality requirements while enhancing the park for public use.

Possible park features under consideration include expanded tree canopy and other urban greening, new recreational areas such as baseball fields and play structures, outdoor classrooms, pathways and other amenities aligned with community and environmental goals.

To encourage broad participation, the city plans to host bilingual community engagement activities beginning in early 2026. Planned outreach includes pop-up events at Jefferson Park, meetings with interested parties, community surveys and partnerships with local organizations.
