Pasadena Unveils Five-Year Consolidated Plan to Guide Federal Housing and Development Funds

The City of Pasadena has released its 2025–2029 Consolidated Plan, a federally required roadmap that will guide how the city invests U.S. Department of Housing and Urban Development funds to support affordable housing, combat homelessness, and strengthen low-income communities over the next five years.

The City Council is scheduled to hold a public hearing to consider approval of both the five-year consolidated plan and the associated 2025 Annual Action Plan.

These plans serve as strategic guides for how Pasadena will allocate funds from three federal entitlement programs: the Community Development Block Grant, the HOME Investment Partnerships Program, and the Emergency Solutions Grant.

The plan outlines a strategic framework for utilizing federal funds from the Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant to address housing and community development needs.

It focuses on expanding affordable housing options, preventing homelessness, supporting small business development, and improving infrastructure in low- and moderate-income neighborhoods.

Key objectives include increasing the availability of affordable rental units, enhancing homeownership opportunities for low-income households, providing supportive services to vulnerable populations, and fostering economic growth through job creation and business support.

The plan emphasizes outcomes related to availability, affordability, and sustainability to ensure equitable access to resources and services.

A coordinated planning process that incorporates data analysis and community input was used to create the plan. This process aligns with Pasadena’s broader goals to reduce poverty, prevent homelessness, and ensure equitable access to resources.

As a U.S. Department of Housing and Urban Development-designated entitlement jurisdiction, Pasadena receives funding through three core programs: the Community Development Block Grant, the HOME Investment Partnerships Program, and the Emergency Solutions Grant.

The Consolidated Plan ensures these funds are directed toward projects that meet local needs while complying with federal objectives, and outlines strategies to meet three overarching U.S. Department of Housing and Urban Development goals.

The plan also prioritizes services for vulnerable populations, including seniors, disabled persons, veterans, at-risk youth, and those living with HIV/AIDS.

Activities funded through the entitlement programs must align with one of three core outcomes: availability/accessibility, affordability, or sustainability. These outcomes include expanding access to infrastructure, public services, and economic resources, while promoting affordability in housing, transportation, and essential services.
