
Toro Enterprises, Inc., the prime contractor, is resurfacing both corridors with full-width rubberized asphalt to provide a smoother, quieter ride. Weather permitting, paving is expected to be completed by the end of November, with striping to follow.
Fair Oaks Avenue work stretches from just south of Washington Boulevard to the city’s northern limit. Madison Avenue improvements span between Villa Street and Orange Grove Boulevard. The first phase of construction consists of concrete repairs along Fair Oaks Avenue, followed by trench restoration and asphalt resurfacing. Crews will then shift to resurfacing and concrete improvements on Madison Avenue.
Fair Oaks will receive curb and gutter repairs, ADA-compliant fiber-reinforced curb ramps, utility adjustments, and restoration of a previously excavated water main trench. Once complete, the roadway will be reconfigured from two lanes in each direction to one lane each way, with a bi-directional center left-turn lane.
Madison Avenue will undergo full-width resurfacing, replacement of damaged sidewalks, curb and gutter repairs, utility adjustments, and other concrete improvements as needed to extend the corridor’s useful life.
Construction is phased to ensure at least one travel lane remains open in each direction at all times. Access to local residences and businesses will be maintained throughout, with temporary interruptions as equipment and work zones move through.
Funding for Fair Oaks Avenue comes from Pasadena Water and Power trench restoration allocations. Madison Avenue is supported by the Department of Public Works’ Annual Citywide Street Resurfacing Program. The Department will oversee and manage the construction phase to ensure quality and compliance.
Existing conditions on Fair Oaks Avenue include a temporary Pasadena Water and Power trench and worn concrete pavement, which will be overlayed with fiber-reinforced rubberized asphalt.
