The Pasadena Rental Housing Board (PRHB) unanimously approved the three-year contract with 3DI, Inc. for the implementation, operation and maintenance of a rental registry portal.
The rental registry will be a database that allows PRHB to compile key data on rental units. The Board has until December 31 to establish the rental registry, pursuant to the Measure H charter amendment.
On October 10, the PRHB issued a request for proposals (RFP) seeking proposals from qualified firms to implement, operate, and maintain a rental registry portal.
Three firms submitted proposals. Among the firms, 3DI, Inc. scored the highest.
According to a staff report, 3DI, Inc. has over 20 years of experience.
“They have a strong track record of implementing rental registries in multiple jurisdictions with rent stabilization ordinances, including Los Angeles County, Los Angeles City, Beverly Hills, Inglewood, Santa Ana, Maywood, Berkeley, Alameda City, Mountain View, Oakland, and San Francisco,” the staff report reads. “For the City of Pasadena, 3Di, Inc. will implement a rental registry that supports an accurate rental unit inventory, and provides key data needed to understand and stabilize the rent burdens within the City.”
The contract with 3DI, Inc. costs $269,714. The agreement includes a one-time implementation fee of $35,000 followed by annual subscription fees for year one, two and three.
According to the staff report, the implementation of the rental registry portal will require at least four months of work.
Because the contract exceeds $75,000, it does need to go to the City Council for approval.
Once the City Council approves the contract, the Board Chair will execute an agreement with 3Di, Inc. in order to launch a rental registry.
