Orange Grove Pipeline Project Progresses with Second Phase Set to Start

Work on Phase II of the Orange Grove Pipeline Project, which was designed to replace and upgrade critical water distribution pipes that are more than 80 years old, is set to begin in mid-July.

It would follow completion of Phase I during which City water crews installed a new eight-inch and 12-inch distribution main to replace an older pipe along Orange Grove Boulevard from Sunset Avenue eastward to Los Robles Avenue.

Pasadena Water and Power General Manager Gurcharan S. Bawa said the department began work on the project in February. After completion of Phase I, crews are now in the process of abandoning, or decommissioning, an old water main, which is expected to be completed in August 2019.

“This much-needed capital investment project will help to ensure Pasadena maintains overall reliability and quality of water service for Pasadena’s customers,” Bawa said in a report to City Manager Steve Mermell.

Phase II will consist of installing a new 24-inch pipeline from Fair Oaks Avenue to Palo Verde Avenue.

The PWP water contractor expects to complete work by March 2020, Bawa said.

To minimize impact to residents, construction efforts will be contained to approximately one block at a time. Construction will begin along Palo Verde Avenue and will progress westerly along Orange Grove Boulevard towards Fair Oaks Avenue.

Throughout each phase of the project, notices are sent to the residents and businesses surrounding the project area. Reminder notices are also provided 48 hours in advance of the construction along the affected properties.

Electronic message boards are also used to help inform commuters traveling along the impacted route and advise them to take an alternative route. Additional notification to the community was given through the use of newsletters, information posted on public access TV and social media channels.
