Abortion Rights Attorney Tapped to Lead Planned Parenthood Pasadena & San Gabriel Valley

Dipti Singh, who litigated restrictions in courts across the country, will succeed Sheri Bonner after more than two decades of expansion

Planned Parenthood Pasadena & San Gabriel Valley has named Dipti Singh, its chief legal officer and a veteran abortion rights litigator, as the organization’s next President and CEO, effective April 1.

Singh succeeds Sheri Bonner, who is retiring at the end of March after leading PPPSGV since 2004 — a tenure in which the Pasadena-founded nonprofit grew from a single health center into a five-clinic network serving 24 communities across the San Gabriel Valley.

The Board of Directors unanimously selected Singh following a national search, according to a statement from the organization.

Before joining PPPSGV in September 2021, Singh spent years challenging abortion restrictions in state and federal courts as a founding member, senior counsel and director at the Lawyering Project, a national reproductive rights organization. She also worked at Bet Tzedek Legal Services in Los Angeles, clerked for a federal judge in the Central District of California, and held positions at the Center for Reproductive Rights and the National Health Law Program.

“After an extensive search, the Board is thrilled to welcome Dipti Singh into her new role as President & CEO,” Dr. Frances Teng, the PPPSGV Board Chair, said in a statement. Teng cited Singh’s alignment with the organization’s mission and values. “With national attacks on abortion rights and health care continuing, Dipti’s legal background will be essential in helping propel the organization forward,” Teng said.

Singh, an immigrant from India who holds a law degree from the University of California, Berkeley, currently oversees PPPSGV’s legal, compliance, security, information technology, and external affairs departments, according to the organization. She serves on the Advisory Board of the California Abortion Alliance and on the Board of Governors of the Women Lawyers Association of Los Angeles, according to the organization.

“I’m deeply honored to step into the role of President & CEO at Planned Parenthood Pasadena & San Gabriel Valley,” Singh said in a statement. “In this consequential period for health care access, I’m committed to ensuring our organization delivers on its mission to provide high-quality care — with dignity and compassion — and serves as a trusted source of information for all.”

Singh credited Bonner’s leadership in the same statement, calling her “a visionary leader” and saying she looks forward to building on the foundation Bonner established.

Founded in 1933 by Pasadena residents, PPPSGV is one of the oldest Planned Parenthood affiliates in the country. Bonner’s tenure transformed it from a single clinic into a regional health care network, expanding to health centers in Alhambra, Baldwin Park, Glendora, Highland Park, and Pasadena, and broadening its services to include cancer screenings, gender-affirming hormone therapy, and mental health care. In 2015, her peers recognized her with the Ruth Green Award, the highest honor in the Planned Parenthood system.

The leadership change comes as PPPSGV builds a new 20,000-square-foot flagship health center and headquarters at 620 N. Lake Ave. in Pasadena, expected to open later this year. The organization’s administrative offices in Altadena were damaged in the January 2025 Eaton Fire, adding urgency to the project.

PPPSGV operates five health centers and, according to the organization, sees more than 60,000 patient visits per year across a service area home to 1.4 million people. For more information, visit pppsgv.org.
