Application Window Closes Today for Pasadena Rental Board Alternate Seat

Pasadena is accepting applications through today for a vacant Alternate Tenant Member seat on the city’s Rental Housing Board, with the application period closing Thursday, July 9, 2026, according to a city announcement.

The Pasadena Rental Housing Board was established under Section 1811 of the Pasadena City Charter and is responsible for administering and enforcing Article XVIII, the Pasadena Fair and Equitable Housing Charter Amendment, the city said. The board is made up of 11 members: seven Tenant Members, four At-Large Members, and two alternates — one Tenant Alternate and one At-Large Alternate.

Whoever is appointed to the open seat will not serve a fresh term. Instead, the person will complete the remainder of an unexpired term, which runs through May 24, 2027, according to the city.

The board’s responsibilities span both rulemaking and enforcement. Duties include adopting rules and regulations to implement Article XVIII of the City Charter, establishing allowable rent increases and determining the Annual General Adjustment each year, and appointing hearing officers to conduct hearings on rent adjustment petitions. The board also sets its own budget, pursues civil remedies for violations of Article XVIII, and holds public hearings. In addition, the board establishes penalties for violations and is charged with establishing and maintaining Pasadena’s rental registry, the city said.

Eligibility for the Alternate Tenant Member seat is narrow. Applicants must be Pasadena residents. Beyond that, applicants and their extended family members may not have owned, managed, or held a 5% or greater ownership stake in rental units anywhere in Los Angeles County within the three years before applying — and that restriction continues after appointment as well, according to the city.

The role itself carries a specific limitation. An Alternate Tenant Member may take part in board discussions at any meeting, but may cast a vote only when a primary Tenant Member is absent, the city said.

The city is encouraging interested Pasadena residents to apply before the window closes.

To be considered, applicants must complete three separate steps: submit a completed application to the City Clerk’s Office; gather at least 25 signatures from residents living in the same Pasadena Council District as the applicant, as part of a nomination petition; and submit a declaration of financial interests for both themselves and their extended family members. That declaration becomes a public record once filed, according to the city.

Application forms are available in person at the Office of the City Clerk, 100 North Garfield Avenue, Room S228, in Pasadena. The office is open for regular business during weekday hours, Monday through Friday, from 7:30 a.m. to 5:30 p.m., when forms can be picked up.
