Pool, Street Sweeping, and Development Fees Could Rise After Council Vote Monday

The City Council on Monday will vote on adopting the Fiscal Year 2026 General Fee Schedule, approving new and revised charges for a wide range of city services — including public health inspections, street sweeping for special events, and development-related permits — in an effort to align fees with the true cost of providing services.

The updated schedule, which takes effect July 1, includes three new fees, 114 fee adjustments, and the elimination of 15 outdated charges. Development-related fees will become effective August 1, in accordance with state law.

Among the newly introduced fees:

  • $1,517 for new pool or spa construction plan review and inspections, replacing a previous bundled fee structure that included only partial inspections.
  • $670 for high-risk public pool inspections, such as those at schools, gyms, parks, and swim clubs, which are inspected twice annually.
  • $429.90 for street sweeping services at non-Rose Bowl special events, covering overtime labor and equipment costs.

In addition to these new charges, several existing fees will see increases beyond the 3.1% Consumer Price Index adjustment due to updated cost-of-service studies. Notable revisions include:

  • Planning Department application fees for certain land-use permits.
  • Building permit fees, including electrical, plumbing, and mechanical inspections.
  • Facility rental rates for city parks and community centers, reflecting increased maintenance and staffing costs.

The revised schedule also eliminates 15 fees that are no longer in use or have been consolidated for clarity and efficiency.

City staff emphasized that all fees are structured to ensure the city recovers no more than the actual cost of delivering services, as required by the Pasadena Municipal Code. The annual fee review supports the Council’s strategic goal of fiscal responsibility and long-term financial stability.
