The City Council will adopt a resolution accepting the certificate of the canvass of the Nov. 8 election returns.

On November 8, a General Municipal Election was held in the City of Pasadena consolidated with the Statewide General Election and administered by the Los Angeles County Registrar-Recorder/County Clerk.

Voters passed Measure L, a library tax measure and Measure H, a local rent control measure amending the Pasadena City Charter.

In total, 84.60% of the voters supported Measure L and 53.80% of the voters approved Measure H.

Measure H will keep City libraries well-maintained; provide books/materials, youth reading/homework programs; maintain library hours/days open; retain qualified librarians; ensure computer access. Currently the voter-approved annual parcel tax $41 for single-family residences and condominium units and specified rates for other parcel types, generating $2.8 million annually for 15 years, limiting annual increases to the Consumer Price Index.

Measure L limits rent adjustments in the City of Pasadena annually to 75% of the percentage increase in the Consumer Price Index for multifamily rental units built before February 1, 1995, prohibiting evictions from rental units, except for just cause based on 11 specified criteria; the measure also creates an independent Rental Housing Board appointed by the City Council to oversee and adopt rules and regulations.

The City of Pasadena is now moving forward with the organization of the Measure’s required Rental Housing Board which will be primarily responsible for implementation of the Measure.

The Pasadena Rental Housing Board will be assigned powers and duties necessary to “administer and enforce” the provisions of the new charter amendment.

According to the text of the charter amendment, the Board will oversee the various rent stabilization and eviction regulations, adopt rules and regulations, provide policy direction, and hear petitions for rent adjustments.

Los Angeles County Registrar-Recorder/County Clerk Dean C. Logan certified the final results for the 2022 General Election on Dec. 6.

A total of 2,456,701 ballots were processed and counted with 43.65% of eligible voters casting ballots in Los Angeles County. For specific election results visit LAVOTE.GOV
