
A resolution formalizing procedures for appointing members to the Pasadena Rental Housing Board (PRHB), streamlining the process for filling both scheduled and unscheduled vacancies will go before the City Council on Monday.
The new protocols would apply to the appointment of tenant members, at large members, and their alternate positions.
The PRHB was created under Measure H and is responsible for enforcing the city’s rent stabilization policies. The 13-member Board includes seven tenant members, four at large members, and two alternates.
Tenant members are nominated by individual Councilmembers based on their Districts, while at large and alternate members are appointed collectively by the City Council.
The resolution outlines specific roles and timelines for the city clerk’s office, the City Council, and the rent stabilization department in advertising vacancies, administering applications, and certifying candidate eligibility.
Councilmembers are expected to nominate and rank applicants based on materials submitted, with opportunities for interviews and public input during the selection process.
A recent example of this process occurred in December, when an unscheduled vacancy for the alternate tenant member position was filled following a 90-day application period and public interviews conducted during a City Council meeting.
The Council’s resolution also addresses upcoming scheduled vacancies. On May 24, five initial PRHB members—three Tenant Members and two At Large Members—will see their two-year terms expire.
All five are eligible for reappointment and must complete the full application process again to reaffirm their eligibility and community support.
Applications must be submitted by April 21, and the City Council is expected to finalize appointments on May 5.
