A Pasadena property at 1671 Fiske Avenue is scheduled to come before a panel of the Code Enforcement Commission on Thursday for a public hearing on alleged violations of the Pasadena Municipal Code, including conditions that the city has classified as a public nuisance.
The case, identified as CTP2025-00305, will be heard by Panel No. 1 of the Code Enforcement Commission, which has the authority to issue binding decisions on code enforcement matters subject to appeal. The property is located in Council District 1.
According to the agenda, the property is alleged to be in violation of multiple sections of the Pasadena Municipal Code. The cited provisions include Section 1.24.010(A), the general penalty provision under which any violation of the code is classified as a misdemeanor unless designated as an infraction or prosecuted as a civil administrative action.
Among the substantive provisions cited is Section 14.12.530(B), which requires that every building be weather-protected so as to provide shelter for occupants against the elements and to exclude dampness. The agenda also cites Section 14.50.040(1), which makes it unlawful and a public nuisance to maintain property where there is an accumulation of dirt, litter, junk, salvage materials, lumber or other debris visible from a street, sidewalk or neighboring property.
Additional cited violations include Section 14.50.040(7), which addresses sidewalks or driveways on private property that are broken, damaged or raised to a degree hazardous to persons using them, and Section 14.50.040(15), which prohibits structures in a state of substantial deterioration. That provision specifically lists peeling paint on a façade, broken windows, roofs in disrepair, damaged porches and broken steps as examples of conditions that, when visible from a public street or neighboring properties, would tend to depreciate substantially the aesthetic environment or property value of surrounding properties.
The agenda further cites Section 14.50.040(17), which prohibits the storage of dirt, sand, gravel, scrap metal, wood, building materials or similar materials on a property for a period of 30 days, except where such work is in progress under a valid building permit. Section 14.50.050(A) is also cited, requiring every owner of real or personal property within the city to maintain the property in compliance with the chapter regardless of any contract or agreement with a third party.
The Commission panel will hear the case and may issue a binding determination, which would be subject to appeal under the city’s code enforcement procedures.
