Federal and Los Angeles County offices, banks, post offices and local school and college campuses will close Friday, June 19, for Juneteenth. Pasadena City Hall and most California state offices will remain open, while emergency response, local transit, parking enforcement, municipal trash collection and most retailers continue on regular Friday schedules.
Juneteenth marks June 19, 1865, when Union Maj. Gen. Gordon Granger arrived in Galveston, Texas, and announced General Order No. 3, informing enslaved people in Texas that they were free under the Emancipation Proclamation. Congress established it as a federal holiday in 2021.
The holiday closes federal agencies, Los Angeles County offices, banks and financial markets, while many local municipal services in Pasadena continue operating on their regular schedules.
Government and Municipal Services
Most nonessential federal offices and Los Angeles County government offices will be closed Friday and will return on their normal Monday schedules June 22.
California state offices generally remain open because Juneteenth is not a statewide government holiday. However, California courts observe Juneteenth as a judicial holiday, and Los Angeles Superior Court facilities will be closed Friday.
Pasadena City Hall will be open from 7:30 a.m. to 5:30 p.m. Friday. Juneteenth is not among Pasadena’s designated city holidays, and June 19 is not one of the city’s scheduled alternate 9/80 closure Fridays.
The City Service Center will operate from 8 a.m. to 5 p.m. at (626) 744-7311.
Pasadena Water and Power customer service will be available from 7:30 a.m. to 5:30 p.m. at (626) 744-4005. Customers may continue using online account services. Power emergencies should be reported to (626) 744-4673 and water emergencies to (626) 744-4138.
The Municipal Services Payment Center and Parking Services counter are scheduled to operate from 7:30 a.m. to 5:15 p.m.
The temporary Permit Center will be open from 10 a.m. to 3 p.m., and online permitting services remain available.
Pasadena police and fire services will remain fully staffed for emergencies. Residents should call 911 for emergencies. The Police Department’s nonemergency number is (626) 744-4241.
Transportation and Parking
Pasadena Transit or Dial-A-Ride will operate on their regular Friday schedules, though riders should check current service information before traveling.
Metro buses and rail lines are expected to operate on their published schedules, although riders should review Metro service alerts for any holiday-related changes.
Parking meters will remain in effect Friday. Posted meter fees and time limits will apply.
Parking enforcement officers will continue enforcing violations involving red curbs, fire hydrants, posted no-parking zones, blocked driveways and overnight parking restrictions.
Postal and Package Services
U.S. Postal Service retail facilities will be closed Friday, and there will be no regular residential or business mail delivery.
Priority Mail Express service continues year-round.
UPS will provide pickup and delivery service Friday. UPS Store hours may vary by location.
FedEx lists most parcel, express and office services as operating Friday, although customers should verify hours with individual locations.
Financial Services
Bank of America, Wells Fargo, Chase and most other banking institutions will be closed Friday in observance of the federal holiday.
Local credit unions are also expected to be closed.
ATMs, online banking platforms and mobile banking applications will remain available.
The New York Stock Exchange, Nasdaq and U.S. bond markets will be closed Friday. Federal Reserve operations resume Monday, June 22.
Schools and Libraries
Pasadena Unified School District offices and programs will be closed Friday in observance of Juneteenth.
Pasadena City College will be closed, and classes are not in session. ArtCenter College of Design also lists Juneteenth as a holiday.
Pasadena Public Library is open.
The Altadena Library District will close both the Main Library and Bob Lucas Memorial Library and Literacy Center on Friday, June 19, in observance of Juneteenth. Both facilities are scheduled to reopen Saturday, June 20.
Recreation and Waste Services
Pasadena parks will remain open on their normal schedules.
Recreation and community centers are expected to operate under their regularly posted hours.
Park reservation requests may continue through the city’s normal reservation procedures.
Trash, recycling and organics collection will proceed on their regular Friday schedules. Juneteenth is not a Pasadena refuse holiday.
Bulky-item collection remains available by appointment and will follow normal scheduling procedures.
Retail and Business
Most Pasadena grocery stores are expected to operate normal business hours Friday, including Ralphs, Vons, Trader Joe’s, Whole Foods and Pavilions locations.
Target, Best Buy, Home Depot and most major retailers are also expected to remain open under normal schedules.
CVS and Walgreens stores generally remain open, although pharmacy counter hours may vary by location.
Old Pasadena, The Paseo and other shopping districts are not subject to holiday-wide closures. Individual stores and restaurants may adjust hours, and customers should confirm directly with businesses before visiting.
Most restaurants are expected to remain open, though some may operate with modified holiday schedules.
Juneteenth Events
Pasadena’s principal Juneteenth celebration will take place Saturday, June 20.
The City of Pasadena and the Pasadena branch of the NAACP will host the Juneteenth Celebration and 5th Annual Roller Jam from 3 p.m. to 8 p.m. at Centennial Square outside City Hall, 100 North Garfield Ave.
The event will feature roller skating, arts and crafts, community organizations, family activities, music and food vendors. Roller skates will be available free of charge while supplies last.
Regular federal, county, banking and financial-market operations will resume Monday, June 22, while Pasadena city services will continue operating on their normal schedules throughout the holiday.
