There was no “reportable” action on the City Council’s efforts to hire a new City Manager after Monday’s closed session meeting, according to City Manager Michelle Bagneris.
Bagneris made the statement at the beginning of Monday’s City Council meeting.
The City Council has been searching for a new City Manager since Miguel Marquez announced his retirement in November.
Last month, Mayor Victor Gordo told Pasadena Now he could not discuss the City Council’s progress in the search.
“At this time, I am not at liberty to discuss the matter publicly,” Gordo told Pasadena Now.
California’s Ralph M. Brown Act permits governing bodies to meet in closed session to discuss pending and anticipated litigation, real estate negotiations, labor negotiations and certain personnel matters.
However, the law strictly limits what can be discussed behind closed doors, and any reportable action taken must be disclosed to the public.
The next City Manager will take the mantle in the middle of the City’s budget season, and will find himself at the forefront of a myriad of issues, including the vision for the 50-acre 710 stub, which was discussed on Monday, a legal battle with UCLA and SoFi Stadium, over the university’s efforts to circumvent its lease and leave the iconic stadium and lingering concerns over immigration raids and budgetary cuts by the Trump Administration.
Pasadena has a council-city manager type of government, which calls for the elected City Council to serve as the city’s primary legislative body and to appoint a city manager to oversee day-to-day municipal operations, draft a budget, implement and enforce City Council’s policy and legislative initiatives, and oversee 14 of the 16 city departments.
