Pasadena Backs State Bill Targeting Copper Wire Theft

The Pasadena City Council on Monday unanimously endorsed Assembly Bill 476, introduced by Assemblymember Mark Gonzalez, to combat surging copper wire thefts that have left streets dark and public infrastructure vulnerable.

The measure would require scrap dealers and recyclers to keep detailed transaction records, verify legal ownership of copper wire, and make documentation available to law enforcement. It also calls for individuals selling copper to obtain a state license, with exemptions for licensed contractors. The bill expands the list of restricted scrap materials and increases fines to account for high repair costs borne by cities and taxpayers.

City officials said copper thefts have surged across Los Angeles County in the past two years, particularly from streetlight pull boxes and electrical enclosures. The crimes have disabled street lighting, created public safety risks, and left live wires exposed. Similar thefts in other cities have disrupted telecommunications, water systems, and public transit operations.

The Council also authorized the Mayor to send letters to key state officials voicing Pasadena’s formal support of the legislation. City leaders said Assembly Bill 476 is urgently needed to protect public safety and infrastructure.

Other Council Actions:

  • Approved a $583,489 office lease agreement for the Water and Power Department’s staffing growth at 199 S. Los Robles Ave., Suite 550.
  • Authorized nearly $7.6 million in amendments to the Fiscal Year 2025 Capital Improvement Program Budget for infrastructure, public safety, and utility needs across nine existing projects.
  • Approved more than $40 million in mid-year adjustments to the Fiscal Year 2025 Operating Budget, including emergency utility costs and public safety investments. Key items include $23.5 million for Pasadena Water and Power adjustments, $4.6 million for increased natural gas costs from January’s windstorm, $900,000 for water purchases during the Eaton Fire, and $1.6 million for the Fire Department’s Emergency Medical Service operations and equipment.
  • Recognized $12.1 million in revenue from the sale of the Concord Senior Housing property, with proceeds directed to retirement and housing accounts.
  • Received quarterly investment reports and approved the City Treasurer’s Investment Policy for Fiscal Year 2025-2026.
