
The Pasadena Area Community College District Board of Trustees approved a $217 million budget for the 2024-25 fiscal year and recognized the 55th anniversary of a key student support program during its September 11 meeting.
The Board approved a general fund budget of nearly $217 million, with over 87% allocated to salaries and benefits. Faculty members will receive a 1.07% salary increase effective July 1, 2024.
Trustees also recognized the 55th anniversary of Extended Opportunity Programs & Services (EOP&S), a state-funded initiative supporting low-income, educationally disadvantaged students. The Board passed a resolution declaring September as EOP&S Month.
In a move towards community engagement, the Board directed staff to begin negotiations with labor groups on a community workforce agreement. These agreements, also known as project labor agreements, typically prioritize local labor and outline specific employment conditions.
The Board approved six policy documents, including updates to Board elections procedures, conflict of interest policies, and protocols for handling communicable diseases on campus.
Trustees passed resolutions supporting Assembly Bill 2586 and Proposition 2, though specific details of these legislative measures were not provided.
Campus security will be enhanced through a $311,000 contract with Contact Security, approved by the Board.

- Hawra Al Jaberi will serve as a job developer in the Los Angeles Regional Consortium beginning Sept. 30.
- Jillian Beck is under contract through Dec. 23 as special assistant to the president.
- Ana Bernal begins work Friday as the LGBTQIA+ student success specialist in the division of Institutional Equity, Diversity, and Justice.
- Jenny Chuang is PCC’s newest nursing instructor in the Health Sciences division.
- Gary Lam is serving as a temporary instructor in the dental assisting program in the Health Sciences division through December.
- Shenghan Li is a temporary instructor in Mandarin Chinese in the English and Language Studies division this semester.
- Clint Lopaty is serving as a temporary instructor in the high school equivalency program in the Noncredit division through December.
- India Lovett begins work Friday as an accountant in the Student Business Services area.
- Jeffrey McLeod is a temporary instructor this semester in physics in the Natural Sciences division.
- Bridgette Nalty begins work later this month as a job developer with the Los Angeles Regional Consortium.
- Colleen Poteet is serving as a temporary instructor in fashion in the Visual Arts and Media Studies division this semester.
The following individuals are beginning new roles at PCC:
- Carlos Castellon is serving as interim assistant dean of PCC Northwest through October 18.
- Chen-Li Huang will move from the International Student Center to Admissions and Records, where they will work as an administrative assistant.
- Pamelia Klein is intermediate clerk in the Economic & Workforce Development area, having moved from Disabled Students Programs & Services.
- Samantha Male will serve through the end of December as a substitute lab technician in the biology department in the Natural Sciences division.
- Ernesto Partida is a student retention specialist in Enrollment Services, having moved from the Transfer Center.
- On Monday, Krizia Rexha will move to the Health Sciences division from EOP&S, where she will serve as administrative assistant.
- Tyler Robins has been promoted from police officer to supervisor in the PCC Police Department.
- Raquel Torres-Retana’s title has changed to dean of educational partnerships and library.
- In October, Sheila Xiao will transfer from the Los Angeles Regional Consortium to begin a new assignment as a research planning analyst in the Institutional Effectiveness area.
The following individuals are leaving the organization:
- Brenda Ivelisse has left the position of assistant superintendent/vice president for student services.
The Board also approved a trip for ten students to visit five historically Black colleges and universities through the Upward Bound program, aimed at promoting diversity and educational equity.
The meeting adjourned in honor of Mabel Duncan, a former speech therapist and long-serving Pasadena City College faculty member who passed away on August 5 at age 95.
