A Thursday Pasadena School Board special meeting will feature a discussion on workforce housing and the results of a Pasadena Unified staff housing survey.
Education Housing Partners and Dale Scott & Company will present and review outcomes of the Pasadena USD Workforce Housing Survey, with findings that seem to suggest there is a significant need for affordable housing options for PUSD employees in Pasadena and that addressing this need could help attract and retain high-quality educators and staff.
The Survey reports that most PUSD employees (70%) spend more than 30% of their income on housing, which is considered a high housing cost burden. It also reports the average monthly rent/mortgage paid by PUSD employees is $2,200, which is higher than the median rent in Pasadena.
More than half of the respondents (56%) reported that they would be interested in living in district-owned rental housing units offered at below-market rent reserved for PUSD employees.
The report says that “long commute times” were identified as a significant challenge for many PUSD employees, with 40% reporting that their commute time was more than 30 minutes each way.
The report recommends exploring partnerships with local developers to build affordable housing units and providing financial assistance to employees to help them with down payments or rental costs.

The open session portion of the special meeting will also feature two public hearings regarding the negotiation of bargaining agreement amendments between PUSD and the Pasadena Association of Career Technical Educators (PACTE) for the 2023-2024 school year.
The first hearing will allow for public comment on PACTE’s initial proposal, while the second will focus on PUSD’s initial proposal.
In late May, Pasadena Unified Superintendent Brian McDonald received a reopener negotiations request letter from PACTE President Dr. Z. Bernardo.
Citing the Collective Bargaining Agreement between PACTE and PUSD, Bernardo said the association wants to negotiate several contractual articles that include an equitable salary increase, changes to regular and supplemental salary schedules, health and welfare benefits premiums, and changes to health/benefits plans offered, and other issues.
The negotiations are set to begin on June 9.
The School Board meeting on June 8 will start at 5:30 p.m. in the Elbie J. Hickambottom Board Room, located at 351 S. Hudson Ave, Pasadena, CA 91101.
