Pasadena Teams With Interwest Consulting to Bolster Tenant Relocation Services

The Pasadena Rent Stabilization Department has launched a new partnership with Interwest Consulting Group to expand and improve relocation services for tenants displaced by no-fault evictions and steep rent increases, city officials announced on Wednesday.

The collaboration, which began in March, is designed to ensure that eligible tenants receive tailored housing referrals, financial transparency, and expert guidance through what city leaders describe as a critical moment in Pasadena’s growing commitment to tenant protections.

“Our goal is to ensure tenants facing displacement receive the necessary support to find safe, stable housing,” said Helen Morales, Director of the Rent Stabilization Department. “By partnering with Interwest Consulting Group, we’re strengthening Pasadena’s commitment to tenant protections and providing a direct line of assistance for those in need.”

Tenants may qualify for relocation services if they are displaced due to substantial repairs, owner or relative move-in, Ellis Act withdrawals, government-mandated evictions, or rent increases exceeding 5% plus the city’s Annual General Adjustment (AGA) within a 12-month period.

Interwest Consulting Group brings more than two decades of experience to the partnership, with a relocation team averaging 13 years of direct tenant assistance. The firm has successfully completed over 4,600 no-fault eviction determinations and 654 cases related to SB 8, the state law that offers additional relocation protections for tenants impacted by redevelopment and major rent hikes.

The firm’s prior collaborations include work with the San Diego Housing Commission, Wakeland Housing & Development Corporation, and multiple cities and counties across California.

Project managers Mina Villalobos and Ashleigh Gartner, who bring a combined 25 years of relocation and project management expertise, will lead the Pasadena initiative.

As part of the program, Interwest will provide services such as customized housing referrals based on location, budget, and accessibility needs, one-on-one guidance for tenants, and compliance support for landlords.

The city has also released a tiered fee structure for relocation services, to be paid by property owners, including $941 per case for seniors, persons with disabilities, terminal illness, or dependents; $585 per case for tenants qualifying under standard conditions; and $300 per case for tenants guaranteed the option to return after repairs or renovations.

Tenants can access services through referrals from housing counselors at the Rent Stabilization Department. Landlords are expected to coordinate with the department to ensure full compliance with local relocation requirements.
