A parolee wanted in connection with the fatal shooting of a woman near Central Park surrendered to police officers on Monday evening after barricading himself for hours in an apartment building on Raymond Avenue.

According to Lt. Monica Cuellar, the suspect surrendered to officers after police used a flash device designed to temporarily distract the suspect and enter the apartment.

The suspect was identified as 32-year-old Guary Lonnie Shuford III, a Los Angeles resident. Shuford was on parole for robbery, according to police.

Shuford was not injured during the arrest. He was taken into custody at 6:12 p.m.

Late Monday night, the victim was identified by police as 34-year-old Jamila Elysse Moss, a Pasadena resident.

Cuellar said that shortly after 10:00 a.m. on Monday Pasadena police received calls regarding multiple shots fired near the intersection of Del Mar Boulevard and Raymond Avenue.

When Pasadena police officers arrived on the scene they located Moss down on the exterior portion of an apartment complex. She had been shot and was unresponsive with fatal injuries. She was pronounced deceased at the scene, Cuellar said.

Officers quickly identified an apartment unit within the complex connected to the victim, established a containment around the complex and determined the suspect was barricaded inside the apartment unit, Cuellar told City News Service.

SWAT officers were seen entering the building and a police canine was also taken to the building shortly after 2 p.m.

Some residents remain hunkered in place in their apartment unit.

As a precaution, Metro A (Blue) Line rail service was interrupted between the Fillmore and Memorial Park stations, and buses were routed away from the area.

SWAT teams and Crisis Negotiators from both the Pasadena Police Department and the Glendale Police Department responded to the crime scene and conducted on-again, off-again negotiations with Shuford.

After more than four hours, Shuford was arrested by SWAT officers.

Shuford was booked on suspicion of murder, said Lisa Derderian, Pasadena‘s public information officer.

The scene was then handed over to the Pasadena Police Department’s Robbery / Homicide  Unit (RHU) for follow-up investigation on the homicide.

The homicide appears to be related to domestic violence. However, details surrounding the shooting will be withheld for now as RHU detectives are still actively investigating this homicide.

The homicide investigation remains ongoing.

The homicide was the third of the year in Pasadena, Cuellar said. There were seven homicides in Pasadena in 2022, Cuellar said.
