
The City of Pasadena South Lake Parking Place Commission is scheduled today to receive a financial update on the city’s South Lake on-street parking meter operations, which are currently experiencing a revenue decline of approximately 19% compared to the prior fiscal year.
The commission will review the preliminary fund appropriation report for Fund 232 — South Lake Parking Meter Operations during its upcoming special meeting on Thursday.

According to a memorandum dated March 26, 2026, prepared by Management Analyst Kristina Gerber and approved by Department of Transportation Director Joaquin T. Siques, overall revenue for the on-street meters is trending approximately $22,000 — or 19% — below fiscal year 2025 levels.
City staff attribute the decline to lower-than-expected meter revenue in fiscal year 2026 and estimate that total revenue will end the year under the adopted budget of $300,891.
The revenue table attached to the report shows that on-street meter collections from July 2025 through January 2026 totaled $115,793, compared to $137,934 during the same seven-month period in fiscal year 2025. Staff note that full February 2026 revenue had not yet been posted in the City’s financial system at the time the report was prepared.
Despite the revenue shortfall, expenses for Fund 232 are estimated to end the 2026 fiscal year within budget. Staff report they continue to explore options for managing expenses. The fund’s adopted budget for total expenses in FY 2026 stands at $373,533, while the estimated actual is $372,170 — essentially on target.
The fund is estimated to end the 2026 fiscal year with a total balance of $184,625. That figure is composed of $64,625 available for appropriations and $120,000 set aside in reserves. The reserves include $50,000 designated for future meter replacement — part of a long-standing goal of accumulating $250,000 to replace the district’s 25 multi-space on-street meters at approximately $10,000 each — and $70,000 maintained as an operations reserve, with a goal of $100,000. Both reserve goals were originally established by a January 26, 2017, SLPPC recommendation. Looking ahead, the report’s three-year outlook projects the ending balance available for appropriations to grow modestly, reaching $74,300 in FY 2027 and $83,329 in FY 2028, assuming existing parking rates are maintained.
