The Pasadena Rent Stabilization Department will host a workshop this month to help landlords and tenants understand rent rollback requirements and allowable increases under the city’s City Charter Article XVIII. The May 13 session aims to clarify rent-setting policies and ensure community members comply with local rent stabilization laws.
“This workshop offers a timely opportunity for the Pasadena community to gain clarity on rent-setting policies and ensure compliance with the City’s Rent Stabilization City Charter Article,” according to the department’s announcement.
The workshop will take place on Tuesday, May 13, 2025, at 6 p.m. at the Rent Stabilization office building, located at 199 South Los Robles Avenue, Conference Room on the first floor. Participants can attend in person or join virtually via Zoom through the link Bit.ly/MonthlyRSDWorkshops.
Topics covered will include establishing the initial “Base Rent” for units subject to rent control and when rent rollbacks are required. Attendees will learn how the initial “Base Rent” was determined for units subject to rent control and find out when a rent rollback is required and how to determine if a unit qualifies.
The session will also address annual rent adjustment allowances and the process for tenants to file downward adjustment petitions when facing unlawful rent increases. Specifically, tenants will learn how to file a petition to reduce rent due to unlawful rent increases.
The workshop will review key compliance requirements, outlining responsibilities for landlords and protections available to tenants under Pasadena’s rent stabilization laws. Department staff will be available to answer questions and provide helpful materials to support both renters and property owners.
