Re FBI Search and Criminal Investigation at 904 Mission St., South Pasadena Convalescent Hospital

Federal agents from the FBI, IRS, California Department of Justice and the U.S. Department of Health and Human Services carried out the investigation.

According to the South Pasadena License Department the owner is Guy Reggev, D.B.A. Brius Management. Although we have no regulatory authority with the convalescent home pertaining to patient care, we have received scores of complaints regarding the behavior of some of their patients, including disorderly conduct, disturbing the peace, and alcohol and drug use and sales. We have tried to work with the owners and managers to reduce the complaints with limited success. We also significantly increased our patrols in the vicinity and made contacts with patients that were off the hospital property without an escort. Many of them appeared to be in poor health, albeit ambulatory. With our contacts of individuals we saw much of the same characteristics: those with drug and alcohol abuse histories and arrest histories for similar offenses. We also have seen an increase in criminal investigations alleging burglary, grand theft, and physical and sexual assault on the hospital grounds.

We are told by the FBI that the search warrant affidavit is sealed and that no information is available for release regarding the nature of the investigation.

Over the last two years our officers have handled more than 65 calls of a various petty and serious nature. The hospital has also caused countless instances of extra enforcement and contact with patients of the hospital within the community for disorderly conduct, and drug/alcohol offenses. About a year and a half ago, we discovered the hospital was admitting sex offender registrants in violation of the Megan’s Law prohibitions of living within 2,000 feet of a school, day care facility, or park. After repeated contacts with the management we were successful in having the management screen new patients through the Megan’s Law database. We have not experienced any of these registrants in over six months and the hospital has cooperated with us in moving these patients to other facilities.
