On Thursday the Pasadena Rental Housing Board is scheduled to hear a report from Rent Stabilization Dept. Director Helen Morales detailing the first eight months of operations for the City’s Rent Stabilization Department, including data showing staff handled 1,628 inquiries between March and October 2024.
According to the staff report, the majority of cases involved rent increases (398 total cases), termination notices (306 cases), and relocation matters (229 cases). Inquiries were nearly evenly split between tenants (701 cases, 49%) and landlords (666 cases, 51%).
A key focus of the Department has been launching the city’s new rental registry program, which began September 23 with a webinar training session.
Approximately 1,100 properties had been registered so far, Morales said her report, but about 3,423 properties have open registration status.
Department staff conducted extensive outreach, including workshops at three different city locations, scheduling 61 initial individual appointments followed by 180 additional appointments in October, and handling 821 phone calls related to registration, Morales’s report reports.
The Department plans to hold its first Annual Open House on December 10 from 4:30 p.m. to 6:30 p.m. at its new Registration Offices at 199 S. Los Robles, Suite 350, where staff will introduce themselves to the community and provide information about the City Charter and the Department.

The rental stabilization program was established after Pasadena voters approved Measure H in November 2022.
