The Pasadena City Council will consider approving multiple high-value contracts exceeding $12 million and address a packed agenda of appointments, infrastructure projects, and funding allocations during its upcoming meeting on Monday, May 19.
Among the significant items on the consent calendar are two water and power department contracts totaling $6.65 million. A proposed $2.4 million contract with E Source Companies would provide Advanced Meter Infrastructure project management services for up to five years. Additionally, the city seeks to authorize $2.15 million to KloudGin, Inc. for Enterprise Asset Management software and $4.25 million to TMG Utility Advisory Services for implementation services.
The Council will also review a $728,300 contract with Beador Construction Company for the East Side Storm Drain Improvements Project and consider accepting a $225,000 competitive award from the State of California’s Governor’s Office of Emergency Services to enhance the city’s cybersecurity initiatives.
For housing and homelessness, the Council will consider allocating $962,000 in federal RUSH disaster funding equally between Friends In Deed and Union Station Homeless Services through January 2028. Friends In Deed would focus on homelessness prevention, rapid rehousing, and emergency shelter services, while Union Station would concentrate on rapid rehousing services. Additionally, the Council will review authorization for the City Manager to enter into a contract with Los Angeles County for Measure A Local Solutions Funds ($867,473) for rental assistance, with potential amendments increasing the amount to $1,000,000 in subsequent years.
The Economic Development and Technology Committee is recommending adoption of a Resolution of Intention to renew the Old Pasadena Management District Property-Based Business Improvement District, with a public hearing scheduled for July 14, 2025.
The Council will implement two recently approved City Charter amendments by directing the City Attorney to prepare an ordinance codifying the process for filling City Council District vacancies by appointment and initiating the process for convening a Council Compensation Committee to review Councilmember pay.
Council will also approve Final Tract Map No. 082169 for the creation of 49 air parcels for residential condominium purposes and one air parcel for commercial condominium purposes at 127-141 North Madison Avenue.
A substantial portion of the agenda includes appointment matters. The Council will approve nominations of three tenant members to serve on the Pasadena Rental Housing Board from Districts 3, 5, and 7, and conduct interviews for two at-large members, with potential appointment of an alternate tenant member. The agenda also lists numerous appointments and reappointments to various commissions including the Library Commission, Pasadena Community Access Corporation Board, Northwest Commission, and several others.
The Finance Committee recommends authorizing the City Manager to execute grant documents for the Edward Byrne Memorial Justice Assistance Grant and amend the Police Department’s budget by recognizing revenue and appropriating $34,390 in grant funds. The Council will also consider adopting a resolution to provide medical benefits through CalPERS for Non-PERS Elected Officials.
Public hearings include a continued discussion on the Fiscal Year 2026 Recommended Schedule of Taxes, Fees, and Charges, and adoption of the FY 2026 City Manager’s Recommended Operating Budget. The Council will cancel the public hearing on the Substantial Amendment to 2024 Annual Action Plan for Community Development Block Grant and Home Investment Partnership Act, which will be rescheduled for June 16, 2025. Another public hearing will address the approval of the Five-Year Consolidated Plan (2025-2029) and the Annual Action Plan (2025) for federal housing programs.
The Council will also receive and file the Annual Recruitment and Vacancy Report and conduct the first reading of an ordinance amending Title 1, Sections 1.24.010, 1.25.010, and 1.26.010 of the Pasadena Municipal Code regarding enforcement of city ordinances.
The meeting will begin with a closed session at 5:00 p.m. to discuss real property negotiations for 17 properties, pending litigation (Davenport, S. v. City of Pasadena), and consideration of initiating litigation for one potential case.
The public meeting begins at 6:00 p.m. in the Council Chamber at Pasadena City Hall, 100 North Garfield Avenue, Room S249. At least one Councilmember will participate via teleconference from The Westin Maui Resort & Spa in Hawaii.
The meeting will be broadcast live on Charter Cable Channel 3 and rebroadcast daily. Public comment will be limited to 20 minutes at the beginning of the meeting, with additional time at the conclusion if necessary. Comments are limited to 3 minutes each, and the Mayor may limit this time if reasonable under the circumstances.
