Council to Hear Federal Update, Take Up 710 Stub and North Lake Zoning

Rep. Laura Friedman is scheduled to open the Pasadena City Council’s Monday, Aug. 24 meeting with an update on federal issues and programs affecting the city, ahead of an agenda that runs from the future of the 710 stub to four final votes on zoning and franchise ordinances.

The public meeting begins at 6 p.m. in the Council Chamber at Pasadena City Hall, 100 N. Garfield Ave., Room S249.

The agenda gives Friedman’s presentation no separate start time. Friedman represents California’s 30th District, which covers Burbank, Glendale, West Hollywood and parts of Los Angeles and Pasadena. She last appeared before the council on Aug. 18, 2025, announcing federal earmarks for Rose Bowl water and wastewater replacement and for equipment upgrades at the city’s Richard G. Odenthal Communication Center, its 911 dispatch hub. The Rose Bowl earmark was signed into law in January at $1,092,000.

The council is also scheduled to give staff direction on Urban Land Institute recommendations for the relinquished 710 stub, including what kind of body should oversee development of the roughly 50-acre corridor. Four ordinances come back for second reading. Two would create landmark overlay districts on Arboleda Drive and Mesita Road. A third would implement the 2025 North Lake Specific Plan through zoning code and map amendments. The fourth would reassign a non-exclusive solid waste collection franchise to Southland Environmental Services, Inc.

On the consent calendar, the council is scheduled to consider two construction contracts. One would go to Hardy & Harper, Inc. for fiscal year 2027 street resurfacing and accessibility improvements funded by the Community Development Block Grant program, for no more than $1,288,100. The other would go to Elegant Construction, Inc. for a prefabricated steel structure at the Police Department heliport, for no more than $1,641,875, alongside a proposed $900,000 transfer to the department’s Mobile Operation Center project.

Also on consent is a $518,869 agreement with the Pasadena Community Foundation to administer UniHealth Foundation grant money for the city’s tuberculosis program, and final maps creating seven condominium parcels at 814 Magnolia Ave. and eight at 673 and 685 E. California Blvd.

Council members are scheduled to acknowledge four appointments to the Pasadena Enhanced Infrastructure Financing District Public Financing Authority, a body whose members are due to meet for the first time Friday, Aug. 28. They are also set to name Vice Mayor Jess Rivas the city’s primary voting delegate and Councilmember Rick Cole the alternate for the League of California Cities annual conference, held Sept. 23 to 25 in Anaheim, and to receive and file eight claims against the city.

The last numbered item is an information report on the Central Library seismic retrofit and renovation project.

Closed session business starts earlier. A separately noticed special closed session is set for 4:30 p.m., and the regular closed block for 5 p.m.
